Ceuta has become famous lately. This Spanish city in northern Morocco has made headlines all over the media in the whole world.
The paper argues that Morocco uses Ceuta and Melilla—especially migration pressure in Ceuta—as leverage against Spain and the EU. It says Ceuta is more vulnerable to Moroccan influence than Melilla, while Spain remains dependent on Madrid to secure and fund both cities.
