Further on U.S. intelligentsia

This post is an addition to our previous post on the new American intelligentsia. During Tulsi Gabbard’s hearing, her relationship with Belgian businessman Pierre Louvrier was mentioned.

Pax Consulting decided to verify information that has been poured in the media about this individual.

Louvrier happens to be the founder and chair of Clementy Asset Management LLP. It has offices in London and Munich. The co-chair of this foundation is a US citizen, Mick Mulvany.

Mulvany is a relevant figure as he served as a member of the Congress (R) and he happens to be a devout catholic. He served as the head of the Office of Management and Budget during Trumps`s first term.

He was acting White House chief of staff from January 2019 until March 2020. Interestingly, during this period the White House withhold military aid to Ukraine over unsubstantiated allegations that it had been Ukraine, not Russia, the hacking force behind the attack against the Democratic party in 2016.

Clementy Asset Management is part of Clementy group. The Clementy foundation invited (July 2024) Gabbard (at the time she had already joined the Republican party) and others to attend meetings at the Vatican to talk how to promote peace in Ukraine. Louvrier and the Vatican are trying to arrange a peace agreement discreetly, although it is unclear if any developments have taken place.

In addition to that, Louvrier has enjoyed a residence in Moscow for several years (ROSTOVSAKYA NABEREJNAYA, MOSCOW). Some of his companies have used that address in Moscow as their seat. The Panama papers revealed Louvrier and some of his companies.

He has also been seen in the company of Igor Strelkov, who is a former hero of the so called Republic of Donetsk. Strelkov criticized President Vladimir Putin’s handling of the war on Ukraine. He was tried and sentenced to four years in prison in 2024.

Louvrier has developed a great deal of relationships in Russia and his Facebook account is a clear evidence of it. Allegations of his relationship with Konstantin Malofeyev are unverified, although some business relation may have taken place.

Pax Consulting assesses that Ukraine prospects of a decent end to the war are not looming. Scattered individuals willing to put an end to the war appear consistently in the landscape of Trump’s administration, with the President at the helm. And a swift resolution of the conflict will not work in favour of Ukrainian interests.

It doesn’t necessarily mean that those individuals are pro-Russians, but their intentions will benefit Putin. Gabbard’s relationships, at the helm of the ODNI, will provide her with an impressive influence in many environments, but mainly before the president who doesn’t really need to be cheered up. But Gabbard will be in a position where she can shape conclusions provided by the intelligence community and she can shepherd they way agencies operate and report. If I were in Zelensky’s shoes, I wouldn’t be very optimistic.
